This is the cover that goes over the input shaft on some 6-speed and SMG transmissions. It's also known as the release bearing tube. The release bearing (aka throw-out bearing) slides on this tube when you actuate the clutch. Over time the coating on the tube wears away and can lead to inconsistent clutch engagement, noises, or the failure of the tube itself (shards of metal flung around the bellhousing). This is a cheap and simple part to replace when overhauling the clutch and/or flywheel.
