If the engine is turning, the pump works. Wear on the cam inside the engine block will affect operation but little else can stop the pump from moving fuel. In many cases there is a clog in the fuel system and it just needs a good cleaning. Otherwise the failure is likely internal to the pump and a new replacement is called for. A new pump includes the engine block gasket.
