The idle control valve regulates airflow during idle (when the throttle position is nearly closed). A faulty idle control valve (ICV) will cause a rough idle, hunting RPM, and rough running. Sometimes they can be cleaned and they're good for another few thousand miles. Otherwise, complete replacement is the only option.
