The tie rod boot is a simple protective cover for a very expensive system on your 1984-1992 E30 318i/325e/325/M3: the steering rack and linkage. These boots are there to protect the inner ball joint on the tie rod, retain grease for the rack, and prevent outside debris from entering the rack. A ripped boot (sometimes called a gaiter) can spell bad news if left un-repaired. It's an easy replacement, and if done carefully, does not require an alignment after.
