This part is listed by BMW as BMW part number 61608364209 (61 60 8 364 209) and is described as Genuine BMW Intensive Cleaning System Hose, as used in the E39 5 Series and E39 M5 that came equipped with the headlight cleaning system (HLC). These 5 series models were offered in 1997, 1998, 1999, 2000, 2001, 2002, and 2003, with models including the 525i, 528i, 530i, 540i and E39 M5 in both sedan and Touring Wagon variants. 

The Intensive Cleaning System on the E39 5 series usually works well -- until it springs a leak and has your washer system leaking,  barely spraying, or simply not washing the windshield of your E39 anymore. 

This part is replaces the hoses and the wiring to the nozzles, and is a cure for several different failures in the intensive HLC system. Replacing the hoses and connectors isn't a super difficult task, making it a pretty smart DIY (do it yourself) fix that even the average E39 5 series owner could probably get done with just a little time under the hood.
