Throttle position is monitored by this sensor mounted underneath the throttle body on the M20 engine. The ECU relies on this sensor to determine which fuel, ignition, and torque maps to use. If the ECU is not seeing good data, or the throttle is out of position, it will restrict performance. The ECU will not deliver full power if it doesn't see full throttle, right?
