The S65 V8 engine has 8 individual rubber boots that connect the intake manifold to the throttle bodies. This hose clamp fits the lower end of 1 rubber air boot, attaching it to the throttle body.
This part is listed by BMW as BMW part number 11617838284 (11-61-7-838-284) and is described as Genuine BMW Hose Clamp for ITB on E90/E92/E93 M3 (2008, 2009, 2010, 2011, 2012, 2013).
